Gjilan is the largest town on the Plain of Anamorava in the south-east of Kosovo. The municipality has borders both with Macedonia and Serbia. The settlement is known at least since 1455, but grew big only after 1945. Several heavy industries were located to the town in the 1950s and 1960s, but they have all been closed after the conflict in the 1990s. A number of important regional and magistral roads are running through the city centre and the town is constantly blocked with congestions.

The Municipal Development Plan (MDP) is strengthening the towns position as the economic and cultural centre of Anamorava. To distribute development more equal over the municipality and to give the citizens in the rural parts a better access to public and private service, a number of larger villages are complementing the municipal centre Gjilan as secondary centres. Improved access to for the remote Morava valley is another important issue in the MDP. |

The Urban Development Plan (UDP) deals with the city of Gjilan. The through traffic is kept out of the inner city with a ring road. The unused industrial areas in the inner city are redeveloped and the climate is improved with parks and open areas running from the outskirts to the city centre. |
