In November 2006, planungsgruppe 4 in cooperation with the Czech office D-plus was assigned by AZA trade, to develop a master plan and an urban design study for an approximately 15,6 hectares large area at the Ruzyne airport in Prague. The aim was to create the base for a structural development of this area. Drees & Sommer was commissioned with the management of this project. It is aim of the master plan to analyse the situation of the planning site regarding the possibilities for structural utilization and to work out realistic concepts for constructions, traffic of and infrastructure for the area. The master plan and the urban design study will form the basis for the creation of legal plans and regulations and prepare the development of the area. The site is situated at the north-western border of the Czech capital Prague. It is located directly at the airport terminal south of the international airport Praha-Ruzyne (which serves government and business travel) and close to the airport terminal north. The international airport of Praha-Ruzyne is used by over 11 millions passengers per year and is among the twenty biggest airports in Europe. Using the street the K Letisti, the Prague motorway ring (which has a high priority for upgrading) can be reached in approx. 800 metres. From the motorway, there are fast connections to Vienna, Krakow, Dresden and Berlin. |

Spatial Development Model The basic ideas for the future development are shown in the spatial development model. It can be summarized with the following guidelines: 1. Mainly offices in the west, mainly business and industry in the east. 2. A central axis between terminal south and the future area centre, accentuation by a high solitaire building as endpoint, an avenue and stressing of the urban edges. 3. Generous open spaces at the entrance to the area, in the centre and along the axis. 4. Separated streets for the western and eastern parts prevent heavy load traffic in the west. 5. Preservation of the street Za Teplarnou (as foot- and bike path) and the existing groves as structuring elements. 6. A large public park in the centre of the area, connected with the green corridors, private open spaces and terminal south. 7. Tram integrated in the street, the terminal loop around a building within the area. 8. Subway line under the street K Letisti, station in the entrance area, commuter train along the eastern border, station in the end of the central green connection. |

Master plan The guidelines of the spatial development model concerning the land use, building structure, traffic, open spaces and infrastructure are further developed and spatially specified in the master plan. It provides the base for a legal framework (regulatory plan / area decision) and detailed planning (architecture, traffic etc). The area is structured in two parts with different land uses and independent traffic systems. The existing street Za Teplarnou marks the border. The western area, which is oriented towards the airport, is mainly designated for offices and other non-disturbing uses e.g. a hotel, congress-centre, casino, medical or spa-oriented offers as well as a car-sales centre and a science centre. An area for business and industry is located east of the street Za Teplarnou. In a second stage, it can be extended northwards until the building ban zone. The building heights consider the restrictions surrounding the airport. Basically, the height is increased towards the south. Important points, e.g. the entrances, the axis and corners are marked by single higher structures. A sport- or fitness centre is planned within the terminal loop of the tram. The existing buildings are used as cafés and are together with the groves and the street Za Teplarnou integrated in the area as historical step stones. The traffic system is based on two independent streets for the separated building areas. Each of the two streets is connected to the existing network at two points. A broad avenue is running through the western office-oriented part. The generous cross-section allows a large number of public parking-lots within the street. |

The new square at the crossing with the street K Letisti forms the main entrance to the area. Through a new layout of the access road leading to the airport terminal south, an opportunity to reorganize the entrance area and develop new building sites is created. The business and industrial areas are connected by a separate street directly with Za Teplarnou. The first stage of this street will be a dead-end street, with a 25 m broad turnaround. Public transport, currently supplied by buses, may be improved in the future. Extensions of the subway and a commuter-train through the area and the construction of stations close to the airport terminal are planned, as well as an extension of the tram-network. The implementation of these projects is though not yet decided. The tram is designated to run through a green track bed within the street. One tram-stop in the crossing K Letisti and one in the centre of the business park provides optimal services. |

The master plan integrates the existing structures in its differentiated system for the green- and open spaces. All the public and private green spaces are linked. A large public central park with a restaurant and a cafe is situated in the centre of the area, in the end of the east-west-axis. The central park is linked with the public open space in front of the airport terminal south by a foot- and bicycle-path running through a public green area. The private courts connected to the office buildings in the western area are linked to each other with this green area. The two characteristic groves in the east are integrated in the overall concept and supplemented by a third green corridor in the north. |
