The city of Atyrau is located in the west of Kazakhstan, 45 km east of the Caspian Sea. The Ural River, which is often considered the boundary between Europe and Asia, is running through Atyrau, and the city is regarded to have one European and one Asian part. Atyrau does not have a clear defined core, even though many of the central functions are gathered in the surroundings of the central Boulevard Satpaev Street or the Ural River. The town hall, the university and many new buildings connected to the oil business are located to the western part of Atyrau, while the Atyrau museum and the main train station are located to the eastern part. There is only one bridge in the centre of the city connecting the European and the Asian parts. The main street in the eastern part of Atyrau is the Mahambet Utemisov Street. It is linking the small scale, mainly residential areas in the north-east with the large scale centre around the Satpaev Street. A promenade at the bank of the Ural River is linking several smaller parks along the river, creating an attractive green connection. The project area is located between the Mahambet Utemisov Street and the Ural River.
The programme for the Master Plan includes a shopping mall, a hotel, a clinic- and SPA-complex as well as housing. For the access of the inner parts of the block, a new local street is running in the extension of the Gorky Street through the area in north-south direction. A pedestrian connection, a Boulevard is linking the Mahambet Utemisov Street with the Azattyk Street and further with the Ural River in east-west direction. A new square is created in the centre of the area at the crossing between the street and the Boulevard. The northern part of the site, where the Boulevard is running, will be dominated by shopping and entertainment, while the southern part will focus on residential uses.
The north-west quarter is to a large extend occupied by existing buildings. Two new office buildings, one with an extension of the existing restaurant in the ground floor, and a hotel are fitted in between the existing structures. A row of residential and office buildings links the Boulevard with the Plaza.
The north-east quarter is dominated by a large shopping mall. The main axis of the mall links the Ural Plaza and the important crossing Mahambet Utemisov/ Geleznodorojnaya Streets. A second axis runs from an entrance in the south-east. To avoid through traffic in the centre of the master plan area, parking for visitors to the shopping mall are offered in garages and ground parking lots with direct connection to the surrounding streets. Deliveries are also separated from the inner street system. The mall is flanked by a combined apartmenthotel/office building on one side and a clinic and spa/ sport centre on the other, placed in the axis of the Ural Boulevard.
The residential buildings in the south are grouped around two courts. A shop and a cafe are placed in the ground floor at the small square which is marking the southern entrance.
