Much of Kosovos population, industry and central instutions are concentrated to the Fushė Kosova Plain in the agglomeration area around the capital Prishtina. This area is the administrative, educational and cultural centre of Kosovo. It is the transport nexus with the only international airport and all important railway lines and national roads crossing it. The planned motorway Podujevė - Prizren, with a possible continuation to Nishi (Serbia) and Tirana (Albania), will also pass through the area. The municipality and town of Lipjan has, with its position in the south of this agglomeration area, a very central position. The conditions for development have changed fundamentally since 1999. Today, Lipjan has the opportunity to make full use of its development potentials. As a consequence of the new situation, Lipjan has already experienced a rising demand for industrial and commercial land as well as for housing land. To steer and control the further spatial development pressure, the municipality has decided on the preparation of a Development Plan.

The Vision for the municipality of Lipjan revolves around the following development goals:
- Building livable and attractive urban areas,
- Promotion of a sustainable urban economy,
- Provision of a sustainable urban environment,
- Development of a sustainable mobility / transport / traffic system (assuring good urban access).
To prevent an uncontrolled and potentially undesirable settlement structure the Development Plan suggests the development of a limited number of local centres to complement the position of Lipjan (town) as the dominant urban centre of the municipality. The aim of the development of local centres is to distribute development more evenly over various parts of the municipality. Moreover, a complementing system of local centres facilitates access to products and services to citizens in the rural parts of the municipality.
The regional road network is connectiong the local centres in the municipality. The existing roads between Janjevė in the east and Magurė and the airport in the west will be connected to a Lipjan east-west-connection. |

The urban structure of the town Lipjan is based on the north-south railway line and the east-west green connections. The railway forms the backbone. West of the town, the Stinicė River runs by, surrounded by wetlands. In the east, a city forest is added to the open landscape. Between the two landscape types in the east and the west the green connections are running at right angels with the railway line. The quarters of the town are placed between the green connections and the railway line. |

The landscape concept proposes a network of connected landscape typologies. They offer various possibilities of recreation and outdoor activities and will be an important part of Lipjans city life. |

The road network is based on two circular roads: the ring-road and the central ring. The ring-road includes the existing by-pass west, a southern by-pass of the Lipjan east-west connection and is closed by an eastern link road. The ring-road is by-passing all through-traffic and is collectiong and distributing all traffic going to and from Lipjan. The southern and eastern parts of the ring-road have the character of a wide city-street, with built-up areas on both sides.
In the city centre, the main streets form a central ring. It is a carefully designed inner city street, with trees and wide pavements providing enough space for cafes, shops and like. The two rings are linked with a number of connecting streets. |
